I'm Claire Cheng, a researcher and project person working at the intersection of civic tech and open government.

Since engaging with civic tech communities, I've been drawn to the idea of using technology to advance the public interest. Over the years, I've been involved in planning and executing many advocacy projects — from proposal writing to project management, from issue research to in-depth interviews. Each experience has reinforced my belief that good research and clear communication are the keys to driving change.

I believe complex public issues need to be understood by more people, and that's exactly what I want to do — finding insights through research, letting knowledge flow through writing, and making ideas happen through project management.

Civic Tech

Served as Project Manager for 'LawTrace,' working with OpenFun to build Taiwan's first open-source platform for tracking legislative progress and comparing bill versions. Researched and published work on civic participation patterns and operational mechanisms within the g0v.tw community.

Open Parliament / Open Government

Served as a civil society convenor of the Open Parliament Action Plan on behalf of Open Culture Foundation, bringing civil society's voice into the Legislative Yuan. Co-hosted open government forums with the National Development Council, sharing international open government standards and practices with civil servants and civil society.

UX Research & Needs Discovery

Conducted early-stage research for civic tech products including LawTrace and OpenBudget, and collaborated with government agencies on user interviews and usability testing. Experience spans research design, interview facilitation, and translating findings into actionable direction.

Collaborating with Westminster Foundation for Democracy and OpenFun to advance open parliament advocacy, coordinating development of the LawTrace legislative comparison tool; conducting UX research projects with Chianchi Design, including interface improvement research for the Ministry of Interior's real estate price query website; supporting g0v's open parliament community operations.

Open Culture Foundation (OCF)

Organized hybrid (online/offline) forums including co-organizing a Side Event at OGP Summit 2023, served as civil society convenor for the Open Parliament Action Plan, assisted companies in obtaining OpenChain certification, developed NGO cybersecurity training materials and a trainer-of-trainers program, and designed open source culture courses for 200+ non-technical students.

Executed a smart science park development research project, organized three launch events in Hsinchu, Taichung, and Tainan, and introduced digital collaboration processes across teams.
